Scrolling problem

I cannot scroll on my galaxy s3!!! Can somebody help me how I can be scrolling and how can change my settings??? The phone is only showing ten items and I cannot scroll down

Please assist me over my phone - Samsung Galaxy S3. When I want to scroll down on my settings it is telling me that the forward has been barred. I cannot scroll down. I cannot even scroll down on my facebook page.
