Secondary screen when main screen is off?

When the main screen is off, is there any way to prioritize the second screen volume / memo / flashlight / camera ? I find I need those features more often and more urgently than the weather/date/time.

Also is it just me or is the secondary screen sluggish when the main screen is off? Like a non-capacitive touch screen from 7-8 years ago.

Idk about that old but definitely sluggish.
