Security Checking failed

Does anyone know why the security check would fail. I went to use google pay and it failed. I reset to factory and it said the same thing. I never rooted this phone and never installed anything out side of google play. It says the software is official, locked with S-ON. Anyone know how to fix this?

If the bootloader is unlocked, that would cause it. (If you didn't unlock it, someone may have bought the phone, unlocked it, then returned it.)

Otherwise, you probably have a defective phone.

OK so I have numerous emails with HTC about this security check problem. According to them, their upgrade to Pie may have caused this. Their response is to wait until the next security patch comes out to correct the issue. I reminded them that the last security patch took 14 months.

I am now an owner of a Pixel 3. I could not wait for HTC to fix this.
