Seeking customizable MEDIA player/Editor with Annotations

Not sure if this is the best Forum, but thought it's a good place to start - so thanks for your help in advance!

Your recommendations please on a media player/editor application also available on Windows and Mac, that could be set as a default and allows:

User definable (and ideally, floating) buttons for customization of:​

• pre-set rewind and fast forward time periods (ex. 3 secs, 15 seconds, etc.)​

• Inserting Index Marks​

• Inserting Annotations​

• playback speed (.25, 2x, etc.)​

• supports a macro language or protocol​

wish list:​

• fully customizable insertable graphic annotations and meta data​

• ability to search images and text within video​

• auto transcribe​

• great interface or workability with OBSIDIAN.​
