Seeking Tablet replacement advice

Greetings and salutations!

My Nexus 7 (2013)bwill no longer boot (gets stuck on "Google" splashscreen) and I've been trying to get along with my Amazon Fire HDX but it simply isn't stable enough and lacks Google Play Store. I can see that Nexus 7s are available used for about $130 but would rather get something new, with solid support, and am willing to spend about $200.

I'm thinking of the nVidia Shield K1 but even that seems a bit long in the tooth and, truthfully, I'm not sure that I'll use it much for gaming so I feel like there should be a better solution.

I'd likely use it to check Facebook, email, and forums while in bed or on the couch. Maybe take it on vacation as well.

If I hold the "volume down" key and the "power" key for ten seconds, I can get it to boot into "FASTBOOT MODE". My options are to scroll through "Start", "Restart Bootloader", "Recovery Mode", and "Power off". "Power off" successfully turns the device off. The other three all boot to the Google splash screen until I reboot the device.

FASTBOOT MODE shows the following for the device:
Product name - flo
variant- flow 32G
HW version- rev_e
Bootloader version - FLO-04.06
Carrier info - none
serial number - 07ee5c1e
Signing - yes
SECURE BOOT - enabled
LOCK STATE - locked

I followed your link and successfully installed Android Studio v2.2.2 . I haven't found how to use it yet.

Since I can not boot the device, I am unsure how to enable developer mode and USB debugging.

When I open up a command prompt on my windows 10 pc, it tells me that neither "adb" nor "fastboot" are recognized as an internal or external command, operable program, or batch file.

I'm feeling pretty stuck at this point but I want to thank you for providing some troubleshooting help here.
 
Hmm, yeah, it sounds like the tablet might be borked. Hard to say if it's a hardware or firmware problem. Sorry, but I don't have any direct experience with more recent tablets -- good luck with your search!
 
I also have no experience with your tablet, but at this point, I would disassemble it and do a battery connector pull, then reassemble it again to see if it'll reboot or allow you to get to recovery... then follow B. Diddy's link to attempt a reflash of the tablet, if it still needs it. Other than that, I have no other ideas.
