Sending or Receiving Photos (jpgs)

My wife and I both have the same device (GS4). People have tried to send us photos and they tell us they can't do it. My wife has tried to send photos she has taken on the GS4 and cannot do it. Is there some setting we need to change?

I have tried sending and receiving photos via email and it works ok. I just tried sending a photo thru messaging (text messaging). I just tried a simple message (hi) and attached a photo. It said MMS failed and I saw another notice which said "Service not Activated on Network". Hopefully this will help determine the problem.

You need to turn on mobile data then try sending it again.

Could you please walk me thru the steps to "turn on mobile data"??? I assume it is done thru setup???
