Depends on what kind of data service you have.
if you have 2G or lower, you can't use data while on a phone call as it is not capable of that. If you have 4G or higher you should be fine doing MMS while on a phone call.
It's stupid that it is set up that way but that's just how it is.

you need to be using a carrier/phone/coverage that supports simultaneous voice and data. typically GSM carriers (AT&T, T-Mobile) support it and CDMA carriers do not. however, LTE/4G if available may change that.
If on Verizon lte you will be able to send and receive while on the phone.
