Sending texts over WiFi only

I followed someone's suggestion to turn off allowing background data for all apps, now I am unable to send or receive texts on wifi, with airplane mode on. I turned allowing data back on for my text app but still no success. Is there another setting I need to change back to get wifi texting back again? Thanks for any help!
 
For that to work you need either the stock messaging app to be active, WiFi Calling to be active, and if you're on Verizon, Messages+ to be active. Otherwise you can't text over WiFi. Even apps that allow web interfaces (like Android Messages or Pulse) need mobile data for texting if your phone doesn't support WiFi Calling or Verizon's WiFi texting.

Ah gotcha. I am on Xfinity Mobile. Searching around it looks like they do not have wifi calling yet. Thanks for the help.
