Set Mobile data w/o Sim Card.

Hi.
I have Blu Studio XL 2.
In settings i see Mobile Data is grayed out unless a sim card is used.
Some phones (ZTE) have mobile data available regardless of sim card.

Is there a way I can set mobile data w/o inserting a new sim card?

Reason: Want to make free international calls to the U.S using Google Voice. A requirement is to have mobile data enabled. (sim card not required).

Will purchase sim card if necessary, but just asking if possible to set mobile data w/o buying a sim card.

Is the app asking for mobile data? Google Voice works regardless of the data connection as long as there is one (WiFi or mobile). Mobile Data is unavailable unless there is a SIM card on the phone (if you are not connected to the network, and you're not without a SIM unless your phone and network support eSIM), mobile data is just not there. But you should be able to place and receive calls with GV as long as you're connected to WiFi. I use that all the time as my secondary phone.
