Setting missing from my phone...

After deleting the update from my titanium backup (idk what i've deleted) my setting was gone... If i drag down the thing from the top and press setting it would say, "Unfortunately, UI has stopped"... Please help. I've already tried factory resets... Also i can't plug my Note 2 to my pc because i can't get into the setting and press the mass storage...
