Setting up a proxy server?

I'm trying to access my school's online resources remotely, but neither the VPN nor the proxy server seem to work. I tried Cisco's AnyConnect for the VPN, but it wouldn't let me connect. I'm trying to modify the network settings to add the proxy server URL, but it won't even let me save it (plus, it's requiring info like port #, which I didn't need before).

The proxy server method worked great on my laptop--I just added the proxy URL to the LAN settings in Chrome. However, the mobile version of Chrome is rudimentary and doesn't even allow that option. Do you know of any web browsers that can allow LAN/proxy settings? Is there any other way I could access my school's VPN or proxy server? Thanks!

btw, the proxy URL is http://proxy.lib.berkeley.edu/proxy.pac.

I see there's an add-on for firefox beta called Network Preferences add-on that purports to allow you to add a proxy:
