Setting's app deleted??

I was deleting some apps and it was acting weird, glitching and stuff. when i rebooted after deleting everything i needed to, the phone would display the error that said my settings icon was no longer an active link.

You must have deleted the app when you were in root Explore. Look in the Rom zip food on computer go system/apps. Copy the settings apk and then part back into your phone using root explorer

The click system and then go into apps and past it in there make sure root explorer is on reed and write. From there click the setting apk and install

But I cant reinstall it because there's an error message "INSTALL BLOCK , ClICK ON SETTINGS TO INSTALL FROM EXTERNAL STORAGE" please help!!
