Settings button disappears on Jellybean!

I was running the latest ver. of 91 Launcher on my HTC Desire, running Gingerbread. It has a physical key you press to get the preferences to pop up, so you can configure the launcher. The very same launcher on my Xperia Sp runnning JB 4.3 no longer has a preferences button! There's just back, home and recent apps. Long pressing on any of these just gets me that damn Google search again! How does Google expect you to access settings with such apps by taking away a needed feature?

I know there are other ways to access it (if I set up gestures), but this is how I wanted it set up; with the preferences accessible from the home keys.
 
I set up a shortcut to settings on my homescreen. Settings also has a place in the Quick Toggles. You can access those by swiping two fingers down from the status bar.
 
As mentioned, I know I can access the settings for 91 Launcher via gestures and such. But I do not want to have icons on my homescreen, and I prefer not to have gestures either (they are too easy to trigger). So I was hoping someone could explain to me why the settings for 91 was available via the home keys on GB but disappears on JB?

Do I presume correctly that Google is the culprit here?
