Settings Button greyed out

How do I get this back to displaying blue when a setting is turned on. I installed some Samsung wallpapers and this is when the issue started happening.

I have uninstalled the wallpapers but no success.

Any help when be appreciated.

Just a thought, did you re-boot after you uninstalled the wallpapers? It may be relevant, may not .....
