Settings error

Hi guys im having the following problem, first i dont have custom roms nothing is virgin with the version 2.3, the problem is the following:
in the status bar i try to get in the ALL SETTINGS when i hit it to access to wifi, version, security, etc i have the following error: THE APPLICATION STATUS BAR (PROCESSCOM.ANDROID.SYSTEMUI) HAS STOPPED UNEXPECTEDLY. PLEASE TRY AGAIN LATER........ FORCE CLOSE. so i was trying to use it from the apps, and i see theres no SETTINGS ICON on all the application, also i try to download some settings apps from the android market and nothing.....same error. please im triying to uncheck the FASTBOOT to reinstall the software, but i dont find the way how to do it.

help me please

Have you tried factory reset?

Sounds like you need to perform a factory reset. That is somewhat common when a new OS is installed on an Android device. If you haven't factory restored since the 2.3 update, that might be the issue. That or a framework problem with a third party skin you may have installed.
