i think i know what you're talking about.. my LG G4 had that in settings, instead of scrolling down the list it had tab at the top like sounds/notification, display etc

My moms notes have always had the tabs, she is on us cellular, mine has always been the list and i am on Verizon.

I don't know there is a difference on the same phones w different carriers, but i never knew of a way to change it.

If you are talking about the quick settings whenever you open settings, just pull down the screen a little bit and you will see where you can add quick settings.

Yeah, seems like it was accidentally left out or something. Sort of annoying when you don't really want your settings tabbed. :/
