Setup wizard and data

Why does setup wizard say my data usage is limited due to time or day, i have unlimimited data, and no time restrictions. The notification doesn't ring, I only noticed it when I swiped down from the top of the screen to change my brightness. The icon is a down arrow then an up arrow with a slash through it.
