Severe WiFi problems , it keeps turning itself on! How can I stop this?

Severe WiFi problems , it keeps turning itself on !

In the past 2 weeks, my lollipop GN4 has been acting really strangely ... the power usage has gone up , and the wifi icon in settings keeps turning itself on even after i switch it off and switch off all other automatic advanced settings .. it's scary, it just won't let me use mobile data only... i feel like the wifi is possessed

I thought I was doing something wrong but I am having the same problem. the bad part is there is a known problem with WiFi going in a addressing loop and taking a LONG time to find a address. I am also finding the on/off for GPS seems to be missing?
I really want to go back to kitkat till they bring out 5.2 which is suppose to fix these known problems.

Go under more networks in settings then click on mobile you will the see the option connection optimizer click that make sure no boxes are check that should fix the issue
