Plug in the phone and then check while your cell phone is plugged in. My phone did the same thing because when its battery was low. Good luck!

Try uninstalling c cleaner or any similar app to regain drop down brightness control.

Open your video player, start a video, adjust brightness, exit.
I did this having mx player and it worked.
