Should I delete these files to retake space?

My S4 is constantly telling me that I'm out of space when I have almost nothing stored on my phone. So I've been looking around and I see in the folder Local Storage > Device Storage > Download a whole bunch of "xxxxx.mp4.part" files (the x's are just random letters and numbers). There are dozens and dozens of these files, and all my music is stored on my SD card. It doesn't tell me how much space these are taking up, so I don't know if I should delete them or if they're device-critical or something.
 
Doesn't sound like system files to me. Just make sure that, indeed, your music is being downloaded to the SD Card before you wipe those files or you might have to re-download stuff. These sound like partial downloads from a browser. Maybe ringtones or movies you started downloading?
 
Perhaps. Unfortunately, it doesn't tell me how large the files are. For all I know, they're only 1KB each. I still haven't found out what's taking up so much stinking space on my device. It's almost all gone, and I can't find the culprit(s), nor can I open my Gallery anymore.
