Welcome to Android Central! Are you plugging into a wall outlet or a computer USB port? If you're actively using the phone while it's charging, then it's possible for the battery to continue discharging if phone is using more battery than the rate at which it's charging. This is especially possible if you're charging from a USB port, which provides much lower current than a wall outlet.

I experienced the "Discharging" problem even though when the charger is plugged in and the switch is on. I don't know quite alot but I tried these solution's and it worked like a charm, for me.
First Solution,
Some updates may cause alot of uses of battery, I uninstalled my "Google Play services" updates and it worked. For you, you might want to uninstall the last application that you updated before you get this error.
Second Solution,
It might be with your charger or cable, replacing the cable might fix the trick. If replacing the cable doesn't work, replacing the charger will do the trick.
These are all the solution's I tried to make the battery work as usual. Hope it help's.
