My wife has arthritis and has trouble shutting of her Galaxy 4 when charging. Does she need to shut it down when charging?

I just plug mine in when I go to bed.
Sometimes my phone doesn't get shut down for a week or more.

I've had my phone since it first came out. I never turn off my phone, well almost never. I do believe I shut it off once. 218 hours since my last reboot. And I likely did it just because my RAM memory wouldn't go below 1GB when the memory was cleared. I like to see it below 850MB

Just plug it in to charge, leave it on. If you don't want any sounds coming out from it, put it on mute.

All that is good advice. All the same, though, it's not a bad idea to not just turn off but restart the phone once in awhile to clear out the clutter than any computer will gather in its memory from steady use. You could do it for her once every week or two and that would be plenty.

True, but that is a separate issue from turning off while charging.
I'll reboot my phone every week and also reboot into recovery and wipe the cache.
