I can't email them--too large. If I use Google Photos online to view videos they are dummied down to look like crap. How do I easily transfer videos to my PC without bothering to use a USB cable?

Try Dropbox or onedrive. They're pretty fast

In windows 7, when I check File Details of a 4K video downloaded from my phone, there are no frame details such as Frame Rate, or Frame Height and Frame Width. Also, viewing the video on my 2K 29" monitor, I see no apparent difference from the video made in the FHD (60FPS) mode. Is Windows (playing the videos in Windows Media Player) unable to properly show a 4K video, nor import it's file details correctly?

Windows is - but on a 4k monitor. You can't play a 4k video on a 2k monitor at 4k. It'll play as if it was a 2k video.
