Since the 4.4.2 upgrade my Galaxy S3 won't connect to WiFi unless I turn off mobile data. I have done a battery pull, had it forget my network and reconnect it, I even reset my wireless router and nothing seems to work. It keeps telling me my WiFi is turned off but will connect once I turn off mobile data.

Weird. I'd try wiping the cache partition in recovery mode (which should be done after a system update anyway).
With the phone off, hold volume up + power + home until it vibrates. Then use the volume buttons to navigate the recovery screen and use the power button to select the options. Then reboot your device and see if the issue persists.

I'd suggest reloading the firmware from scratch - unfortunately, there's not a good source for the firmware files for the AT&T variant, so your best bet is to use the Kies software to reload the firmware.
