Since the last update, problems with pictures and galleries

Ever since I got the update two days ago, my pictures have been haywire, which is a major problem since I am a photographer. I can access old pictures but when I go to access newly downloaded pictures my phone is useless. This is true especially when going to upload pictures to Instagram, all I see is gray boxes where pictures used to be. How do I fix it, and is it even possible to work around or fix? I am decent with technology but not by any means a genius, and I don't have six spare hours to mess around with it. HELP!!
 
Apps see pictures in the Media Scan database, which is created when the phone starts (or restarts), or when you trigger it manually with an app like media.Re.Scan, or when you take a picture. It doesn't get updated when you download a picture. (A download is just a file, there's no "I'm a picture, rescan the phone" mark on it.)

When you download pictures either rescan or restart, and you should be able to see them.
 
Not sure the name of the update but the device is a Samsung Galaxy s7. The update just came towards the end of January.

I tried restarting the phone, and uninstalling the Instagram app but it was exactly the same afterward. The problem in in the instagram app, the gallery, and I can't attach a new picture to a text message I just found.

The images are on both the SD card and in the device.

I tried downloading the app, scanning, and re-starting, still then same :( I was hoping that app would do the trick!
