Yes you can use Skype, and since it has a front facing camera it won't be awkward xD.

Anything over WiFi doesn't effect anything for your cellphone plan. If you have 4g wimax in your area and Skype over 4g keep in mind there is a 2.5 GB limit before they throttle you.
