Has anyone managed to get video chat to work it worked on my 10.1 but I sold it and got this 8.9, but to my surprise no Skype video chat

where do i access settings? i have the latest version on my galaxy 8.9 tab and all i have at the top of my skype screen is the skype logo, check box (status) and the search contacts icon.
