Smart Lock aka Trusted Devices

I am trying to set up this phone for my dad, and it literally does not have this option. There is nothing for Smart lock as a place to tap at all. Suggestions?

Go to Settings>Lock Screen and tap Smart Lock there. If you don't see it there, then go to Settings>Biometrics and Security>Other Security Settings>Trust Agents and make sure Smart Lock is toggled on.
