smart manager (app) missing

Is anyone else not able to find the app Smart Manager on the s6 edge? I see it in all applications in the settings but can't physically open it.

It seems AT&T has disabled it. Not sure about the other carriers.

Wish they hadn't band Usage Manager seems to be a watered down version.
