SMS Delivery reports?

I've tried Googling and looking around and can't find and answer.

My sms delivery reports are not working. They keep saying that it was unsuccessful even though the person got it (other Verizon users). I thought maybe it was my phone, but my dad has the same phone and it doesn't work for him either.

Yup. I actually use Handcent.

Tried that and it didn't work

Edit: I think it is a problem with Handcent. When I send through it it shows it's unsuccessful. But through the default app it works.

I use Hangouts for SMS and NEVER get a delivery report. I have it checked but it does not send me one.
