SMS times are wrong

I have a friend who has a Precedent and we are in the same city. When I send him a text it shows that I sent it to him an hour before. What can be done to fix this?
 
I have changed the time, removed the battery, updated the PRL, updated the system, turned off location services, turned them back on.
