So I was searching about s10+, then I came across s10+ snapdragon with dual sim capabilities. Is this true or some clone random device?

Usually the dual sim samsungs are in China and or India.

I'm pretty sure that everywhere but the US. Our UK models are dual SIM as we the ones throughout the tray of Europe.

Makes me feel a bit better about being stuck with Exynos.

There's a 3rd party manufacturer who makes a mod (it just plugs into the SIM port) that gives you 2 SIMs, 3 SIMs or 4 SIMs, but 1 active and the rest standby, the same as the DS model. https://www.simore.com/en/mobile-phone-accessories/samsung/galaxy-s10/
The ad says that it will work manually or automatically. What does that mean if one want to make a call? You would have to tell it which sim to use unless one was primary and you had to select the secondary if you wanted to use that one.

Any detailed explanation of how this would work on a Snapdragon phone?

You set the primary one. If you wanted to use the second one you'd have to select it.
