Soft bricked HTC ONE m7 while updating and recovery wont work

So my cousin gave me his HTC one m7 and he said a few months ago during an update it turned off suddenly and he found himself with a soft bricked phone that gets stuck at the HTC logo on boot and when he holds [power+down volume] it takes him to bootloader but from there he cannot get to recovery because when he presses it it just takes him to the htc logo with entering recovery and it doesn't go anywhere from there. We tried to leave it on to see if it might just be taking its sweet time but nope, it wont load after about half an hour. Please help me recover this phone so I can use it
