From the Home screen, press the Menu button and choose Settings.
Scroll down to and tap Application Manager.
Touch on ?All? tab to display all apps and services in the device.
Find and tap on Download Manager.
Inside the settings page of the Download Manager, tap on Enable button to turn it on.
Note: If it?s already enabled, try to clear its data, disable it and reboot your phone. After go back to the same page and enable it back so the phone will have a set of data cached into its memory.
