someone hacked my cell and I am unable to do anything, I did get it into a safe mode now what

somebody hacked my cell and has loccked me out of my cell and I have no clue what to do next ant help would be great

Did they do it remotely from a computer or did they physically have your phone?

My phone has been remotely hacked or maybe someone close did it when I was asleep, but they have different been messing we me laughing behind close doors, it has me ready to explode, what and how can I fight back beside and or mitigate besides hard reset or buying new phone, how can I know for sure who the culprit is so I can tell them to there face #+@&&@!!!!
