So I noticed telegram seems to be the highest battery consumption app. However even after restricting background use and engaging battery optimization it says it's still active in the background take a look at the screenshot if anybody can help me understand this I would appreciate it.

What percentage of battery usage did Telegram use?

This is shown on the screen you would access just prior to getting to the screen on your screenshot.

Settings > Battery > (three dot menu) Battery Usage
 
I don't think Background Restriction completely prevents the app from working in the background -- the app may still be able to do some necessary things.

How long have you had the Background Restriction on? Are those figures for one whole charge cycle?
 
If you recently just used it , it will automatically report the most on battery usage, you need to look at it next few days if it reports high after each battery recharge cycle

Today was 20%, but I'm just confused because I have battery optimization selected for this particular app as well as restricted background use I don't understand why the note at the bottom talks about 7 hours of background operation
