Nobody can help you based on your post. What do you mean by "controlling" it? What are the specific symptoms you're seeing?

What do you mean disconnect the battery? Also if this is true then I'm sure they could get into your computer too. I would be worried about financial/personal info getting stolen. The first thing I would do is get some kind of network security setup and if you dont know how find someone who can. In the meantime disconnect everything from the router?

By removing the battery I was making sure it was 100% powered off just to be safe. My router has a password so should I change it ? Im not sure what else there is to do, Thanks for your help !

That's scary. It sounds like you have a remote control app installed in your device. Go to settings - apps - all tab and look for an app called something remote, team viewer or similar things.

A different thought on this - does this look like random touches are occurring on the screen? I have had two devices suffer digitizer failures that caused this - it looks like a phantom finger is randomly touching the scree, opening apps, causing actions within those apps if the right spot is "hit", etc. Both devices required vendor repair.

Ghost busters? Had a similar experience with old droid. It says a noisy charger.

I'm facing the same problem now. Have you got the solution?
I bet it's a digitizer failure like sparksd said. I had the same thing happen on an open box laptop that had a touch screen. I too thought someone remotely took over the laptop at first (LOL! ) Scared the the heck out of me! But after doing some Google searches on the issue, I found that what I was experiencing was the symptom of the digitizer failing on the touch screen.

So you probably need to send it in for service. Good luck!

Removing the battery? How about just turning it off?

The Nexus 7 does not have Wake-on wireless LAN baked into the chipset. Intel PC/laptop chipsets do.

You may have downloaded/installed some program that has something embedded in it. Did you start to have the problem after having installed anything new?

If you put your device in airplane mode (or turn off wifi) and it still happens then what others have said about the digitizer failing would match up with the issue.
