Sound Notification for Missed Call Greyed Out?

Hi all! FWIW I had an account here for many years but it seems not to work anymore, so I'm not really a newbie though it looks like I am.

I do have a potentially stupid question though. Just got the Note 10+. When I long press the Phone icon and go to App Info --> Notifications, I have three options: "App icon badges", which is on and working; "Missed call"; and "Voicemails". Both "Missed call" and "Voicemails" are greyed out and I can find no way to make them active. Is there a way?

I had a missed call reminder app that worked great two phones ago, and worked sort of okay one phone ago, but doesn't work on the N10+. What I'm looking for is a periodic audible reminder that I have a missed call that I need to check. (My prior one also did missed text message reminders which would also be fine...although I do I have that working via the standard Messages app.)

So if I can't do it just with the standard Phone app, is there a more updated Play Store app that folks recommend for this? I don't need anything fancy, just something where if I haven't gotten around to clearing a missed call or reading a text message, it will make an audible notification every X number of minutes.
