Yes. It is under sounds-->system sounds.

Can't see any setting for that. Maybe it is different with countries.

Oh god I hate that sound! Every time I turn on my phone my wife yells "someone's calling you!" from the other room. This is the least functional notification on Samsung phones.
@Sapient I looked in that menu but couldn't find anything about the startup sound. I've got the T-Mobile variant. I wonder if this is some carrier-specific option.

tried so many times, but found.
System -> apps -> show system apps -> SystemUI -> General notifications set to silent
