Is there an app to manage your Spotify account like on a PC (playing lists in an orderly manner or playing a particular song, if you don't have premium?

Nope. That's the point of premium. Even the Spotify PC client detects if you're on premium or not.

Oh well. Maybe they've changed it since I last went premium (like 3 years ago).

I agree with chanchan05, those options are only available on desktop. The mobile app is very limited for free accounts, it'll let you only shuffle play playlists, albums and such. And even sharing and playing your own playlists from mobile have to met some conditions (minimum number of songs and different albums).

I think these limitations have been in place since day one. Free accounts on Spotify are excellent for desktop, but not so good for streaming on mobile. Kind of make sense, though.
