So why don't developers make apps that are default dialers in that case? I guess the problem is deeper than this. I guess they're cutting it off for default handler apps as well. And the pre-installed recorders... I mean, how many of Androids have them? Seriously, can we make a list of such devices?

Ridiculous? Quite right! Recording a conversation should be fair game: doesn't stop law enforcement or the intelligence agencies from doing it does it? The workaround I use is to just put calls on speakerphone and use the Recorder app anyway. Already built-in. Certainly not as convenient but it works.
