Sometimes my gear dosnt seem to be tracking my steps, but then it will jump up on the numbers some, is this normal?

Yes. It's one of the ways that it saves power. The sensor that counts steps is keeping track, and it passes that information on to the software at different intervals.

Might depend on what watch face you're using and how quickly it updates. I did have one that was usually pretty on top of it but then it got laggy, simple power off and power back on and it was working fine again. ratsttam is right that in the background the counter is always running so you shouldn't be missing any steps and it might just be the watch face and how often it updates where you might be seeing big jumps in steps.

Not saying this in the normal "should've searched", but to simply offer, there are many threads about this. I only say it that way because it's hard for me to sum up all the threads. The best I can say is that it appears as though it does not start counting until around 10 steps. So, if you get up and only move a few feet, then sit down, it (may not) count those. Also, it depends on how/where you wear the S2 vs another step counter.
