The best advice is to be patient. I have it on my N5 but my N9 does not.

You will eventually get it

Unfortunately, I did not get OTA update to 5.1. What changes do you did to your settings in order to get this update?

Keep in airplane mode and go to settings and in apps in that select google frame work app and force stop it and clear the data and restart ua phone and check the update....

Thanks - I did force stop & clean of google framework service and indeed got the 5.1 OTA update.
After the update I don't see any notifications from apps like gmail, google play, etc.
I removed my google account and addded it again, but it dosn't helps.
Should I do factory reset or is there some other magic before that brutal action?

Restart your mobile if it repeats then do a factory reset....
