I thought Google wanted to cross every T and dot every i with the Pixel. This omission is annoying!
 
My opinion is that time lapse has a limited audience. Most will be carrying/moving their phones around, rather than leaving them in one place for an extended time. No need for Google to bake time lapse into their camera if there's already a third party solution.
 
Download hyperlapse or one of the many time lapse apps. No real need to be a system process.
I have in the past, with less than stellar results. HyperLapse is useless and most of the other apps are pretty dated and have all kinds of issues.

If you've a recommendation for one that freezes exposure/white balance/focus and uses current camera APIs with no issues I would be all ears.

Both Apple and Samsung have this built in.
