Yes. Google Music was preloaded on my Note 8 and I use it to manage my music library

I use Samsung Music App, downloaded it off play store. Works best for me. I, personally, don't like Google Play Music.

As far as downloaded music I use Rocket Player and iSyncr to grab music and playlist from my iMac. But since I went back to unlimited data through VZW I just listen to either Pandora or I listen to my downloaded podcasts with Pocket Casts. Rocket Player works great though and if you get the premium it'll keep your album art updated.
