Storage increasing and decreasing for no reason

Motorola g4 play 16GB storage acts like a yo-yo jumping between 15.5GB & 14.5GB. I don't know what it is dumping to make this large recovery but I don't think it's cache as I have checked cache when storage is maxing out and it is nowhere close to 1GB. I get storage warnings occasionally at around 15.5 so sometimes I will delete local photos to get back a little, but storage eventually will drop regardless, anywhere from 0.2 to 1.0GB. I was worried it might be deleting text messages but that seems implausible because current text storage is only 120MB.
