I do think that if you have enabled smart storage, then the system would start deleting already backed up images and videos from the phone.

Smart storage won't help with the problem I mentioned earlier where if you allow your storage to get close to full and take large videos. It could prevent your Operating System from booting. I haven't heard of anyone doing it with the Pixel 3(XL) but it happened to a couple posters last year with the Pixel 2(XL)
