Strange blue icon on LGV20 phone app

Hey guys, newbie here and I was wondering if anyone has seen this on their LGV20 phone. There's this blue icon that shows up on my phone app every once in awhile and that usually happens when there's some sort of connection issue. When I call my phone, you don't get any ring, just goes straight to voicemail. This is usually fixed after I reboot the phone. The icon stays and goes, there's no real definitive answer as to exactly when it goes away. When I push the icon, I get a brief phone line sound but that's all it does. Has anyone experienced this on their phone as well? I'm still on Android 7.0. (US996, unlocked version on Ultra mobile).

I believe that's the Video Call button... Should only show when such a connection is available.
