Strange texting issue

I have a galaxy s21 ultra, and just upgraded to the s24 ultra. On my S24, when my data is turned off, I can recieve texts, pictures sent with texts, and send texts without pictures no problem. But in order for me to send a text a picture, I've got to turn my mobile data back on or it will not go through. This will not happen with my s21 ultra. I have a routine set up so that when I'm home, my mobile data goes off to conserve battery.

Are RCS Chat Features turned on in your Google Messages app? I can't 100% remember, but it may be that RCS can work over wi-fi, but MMS would still require mobile data.

Are you using Samsung or Google's message app?

Do you have wifi calling turned on? Not sure all phones/carriers leverage it this way, but for some when wifi calling is turned ON, it is not just calling but texting as well that goes through wifi. AT&T and T-Mobile I know do it this way.
