Stupid Question - How do you transfer apps?

I've only owned one Android phone but I'm getting ready to purchase another. I assume there is a way to transfer my paid apps to the new phone? Are they tied to my Google account?

Normally I wouldn't care but I have one specific application that I paid $30 for and I don't want to pay for it twice. I'm sure this is a slightly stupid question, but I'm just curious.

I believe they're supposed to go with your Google account info. For the .apk's that don't load thru the market, I'm not sure...now wondering where I've put those files!
